“Ignorance is not an excuse” – GHURA Director to Sen. San Nicolas

“What I really want to stress is that landlords or potential landlords have the ability to disclose what may be a conflict of interest,” said GHURA Director Mike Duenas. 

Guam - Earlier this year, GHURA Executive Director Mike Duenas says increased concerns of conflict of interest prompted a search potential violations. When GHURA decided to run a list of the newly-elected 15 senators through their database, Senator Michael San Nicolas’s name popped up.

As both a Section 8 landlord and member of the legislative body, Duenas says San Nicolas was quickly notified that GHURA would no longer renew his contract.

With over 1,100 Section 8 landlords each year, Duenas says the responsibility falls on the landlord to disclose any potential conflicts of interest prior to each contract renewal as a matter of transparency.

“What I really want to stress is that landlords or potential landlords have the ability to disclose what may be a conflict of interest. Ignorance is not an excuse when you’re violating the law,” Duenas stressed.  

Meanwhile, Senator San Nicolas tells PNC: “I am unable to comment as I am consulting with private legal counsel.”
