A magistrate's report filed today at the Superior Court of Guam says Nusbaum was involved in a three-car collision along Ypao Rd. on May 2.
Nusbaum was driving a white Honda Civic when it slammed into a Volvo that was stopped behind a Hyundai Tucson at a red light, police say.
The police officer who responded noted a "strong odor of intoxicating beverage" and that Nusbaum's face appeared flush and she spoke with a slur. A passenger in the vehicle, Justin Locke, allegedly told police that the pair had come from Horse and Cow bar where they had drinks.
Horse and Cow employees were later interviewed and told police that Nusbaum and Locke had ordered "several drinks while there," the report states.
Police say Nusbaum refused a field sobriety test, prompting police to arrest her for driving under the influence alcohol and reckless driving.
