“There really has to be some continuity not only that but I think that the training has got to be more focused and maybe the deliberations have got to be more focused,” Dr. Cruz told the board ahead of the vote. “I consider student achievement to really be the focus of why I'm here.”

Ada, Ron Ayuyu and Mead were nominated for Vice Chairmain.  That vote was completed in two parts with Ayuyu being eliminated in the first round. Ada received the required five votes to win the election in the vote between him and Mead.  Prior to the vote being called Ada said he wants to see negotations resume with the Guam Federation of Teachers Union, and scolded the previous board for dragging its feet on getting a contract for teachers in place.

"A year and a half of stalling it is just too long for me," Ada said.

Former Board Chairman Francis Santos handed control of the meeting over to the new chair following the election.  The board tabeled discussion on revisions to board policies 337 (Health Requirements for Students) and 366, (on Pregnant Students) until the next meeting which they scheduled for February 20th at 6pm.  It will be held at Talofofo Elementary School.
