Guam - The following Open Letter to GovGuam employees from TakeCare CEo Joseph Husslein has been posted on the TakeCare website.

In his letter, Husslein writes that TakeCare "regrets having to file a protest" but he writes that they have been "compelled" to because "of the discriminatory and chaotic actions of DOA and the Negotiating Team.

Husslein also maintains that "TakeCare is 100% represented and underwritten locally by and for the people of Guam."

And he argues that "negotiating with all four of Guam's health care insurers ultimately promotes maximum competition."
