VIDEO: Palacios Asks AG For Opinion on Legality of MMA Fights in Absence of "Fully Constituted" Commission

Guam - Senator Adolpho Palacios has written to the Guam Attorney General expressing concern over the Guam Unarmed Combat Commission [GUCC] which he says "is not fully constituted."
The Combat Commission has the responsibility to regulate and license all mixed martial arts fights on island. READ P.L. 30-45 HEREHowever as PNC News reported last Friday, the GUCC has only 1 sitting commissioner, Jon Ulloa. Public Law 30-45, which created the commission, requires a 7 member board. With no quorum, the commisison has been unable to regulate or license any fights.
In his letter, Senator Palacios says a Rev and Tax agent raised concerns about un-armed combat events being held without the appropriate review of a commission.

As a reuslt, two weeks ago, on July 18, Palacios wrote the Attorney General seeking an opinion on whether the event producers and promoters are in compliance with the requirements of the law.

One of those promoters is E.J. Calvo who manages Tropical Productions which stages the popular PXC fights.
He says he shares Senator Palacios' concerns about the lack of commissioners but emphasises that Tropical Productions has received its licenses from commission staff after compling with all commission rules, including tax payments, the posting of bonds and the medical requirements that Senator Palacios has expressed particular concern about.
The Attorney General has not yet responded to Senator Palacios' request for an opinion. However AG Spokeswoman Carlina Charfarous told PNC they are looking into it. She wrote in an email reply to us Tuesday:
"The Office of the Attorney General received an inquiry from Senator Palacios regarding the issues surrounding P.L. 30-45, which established the Guam Unarmed Combat Commission and a range of policies relative to the licensing and control of contests involving unarmed combat."
"An Assistant Attorney General has been assigned to the matter and is currently reviewing, researching and investigating it."
