In a text message to PNC News, DOA Director Benita Manglona explaiend that DOA just received Trashco's billing invoice this month. And a check is being cut and paid out to Trashco.
"Sometime the vendor is late in submitting its invoice" wrote Manglona.

Although the check maybe in the mail, the trash is still on the ground at public health.
