GEC Confirms UOCAVA Voters Can NOW Receive Their Ballots Via eMail, Air Mail or Fax

Guam - In compliance with a Federal District Court order, the Guam Election Commission is now confirming Guam residents living "overseas" who are covered by the Uniformed and Overseas Absentee Voting Act (UOCAVA) can vote by absentee:


• Members of the Uniformed service ( on active duty ) and merchant marine,
• Their family members, dependents, and
• U.S. citizen residing outside the United States.

The Guam Election Commission also confirms the groups listed may receive their Federal Blank Ballot via e-mail, air mail or fax.

Requests for absentee ballots and additional assistance may be submitted at www.gec.guam.gov or by contacting the Guam Election Commission at

Note: If you submitted your absentee application you do not have to submit a Federal Post Card Application (FPAC)
