Guam - The Democratic challenger for the Guam Delegate's seat, Karlo Dizon, spoke to the Rotary Club of Guam Thursday to explain why he is running and talk about what he can do in Washington that the incumbent has not.
Among the commitments made by the candidate to the business oriented gathering was a promise to work to ease federal restrictions to encourage more investment in Guam and creating more jobs.
Dizon also accused incumbent Madeleine Bordallo of being complacent and accomplishing little in her ten years in Congress.

In particular, Dizon promised to work for set aside provisions in the next National Defense Authorization Act which would require a certain percentage of construction projects on Guam be set-aside for local companies to participate in.
