Adelup to Pangelinan - " ARRA Contracts Are First Priority"

Guam - Governor's Spokesman Troy Torres says that ARRA contracts are the first priority of the Governor's Office saying that the turn around time for such contracts is no more than a few days.

In response to a release issued by Senator Pangelinan today which urges the Governor to approve pending ARRA contracts Torres stated  "I have no idea what he's talking about."
"Our turnaround time for DOE ARRA/SFSF contracts is just a matter of days," said Torres adding that "it is the first priority of Legal Counsel to review these contracts for the Governor's signature."
Torres said "we currently have only two of these contracts in the legal office. They arrived last Wednesday, so technically, we've [had] them .. for three working days. That is a minute fraction of the months it takes to get these contracts through the procurement process."

Torres said that if  Senator Pangelinan "wants to really solve this issue, then he'll reform the procurement process, which has been the largest stumbling block to the spending of that money."

"All the holdups are with procurement protests. The Governor's Office and DOE have absolutely no control over these protests."
