Mabini Bill Would Require QC Qualifiers to "Buy Local"

Guam - A measure introduced by Senator Sam Mabini Bill would require any business that gets a Qualifying Certificate [QC] from the Guam Economic Development Authority [GEDA] to utilize locally-based and locally-owned training services as needed.

Or, if not utilize local training services, then "establish in-house training that consults with  locally-based experts" OR  "to make contributions to an independent training or scholarship fund."

The bill states: "Initial consideration for locally-w\owned businesses or services shall be granted before considering and soliciting businesses or services outside the Territory of Guam."

In a release, Senator Mabini says "Bill 402 embraces the 'buy' local initiative. The Bill aims to strengthen the local economy by using local resources."

Mabini Bill Aims to Fuel Guam Economy

Hagatna, Guam – In an effort to support local businesses, Senator Mabini introduced Bill 402-31(LS) requiring locally-owned and based businesses and services as requirements for Qualifying Certificates of the Guam Economic Development Authority (GEDA).

Bill 402 embraces the “buy” local initiative. The bill aims to strengthen the local economy by using local resources. Locally-owned and based businesses and services shall be utilized before any other off-island businesses are considered.

“There needs to be a more aggressive push for the use of local businesses. When local businesses benefit, the people benefit,” says Mabini.
