If the governor signs the bill into law it would create a Guam film office that Senator Barnes says will help develop and regulate the film industry on Guam. Anyone wanting to film or photograph anything on Guam will have to get a permit and pay fees to the Guam film office. The senator says this will regulate off-island companies who film on Guam while exempting locals. "There is a section in the bill that will exempt all local companies local photographers videographers cinematographers from this bill and this is another way to attract those internationally who want to film here to tap into the local film industry here and utilize our folks here,” said Senator Barnes.
She also hopes to entice Hollywood film director James Cameron to set up base on Guam for Avatar two as it is rumored that at least part of the sequel will be filmed in the challenger deep the deepest point of the Marianas trench.
