Draft EIS On Guam Military Buildup Released to Public

Guam - The long awaited draft environmental impact statement on the Guam military buildup has finally been released to the public.

 

 

 

The set of documents adds up to 11-thousand pages of material which provides details about the transfer of :

* 8,600 Marines and their approximately 9,000 dependants from Okinawa to Guam...that is 600 more Marines than originally announced.

*The construction of a new deep-water wharf in Apra Harbor to support a nuclear powered aircraft carrier.

* The development of facilities and infrastructure to relocate 600 Army personnel and their approximately 900 dependents to establish and operate an Army Missile Defense system to protect the military assets that are coming here.

The "overarching purpose" of the buildup is described as being "to meet the international agreement and treaty requirements and to fulfill U.S. national security policy requirements and to fulfill U.S. national security policy requirements to provide mutual defense, deter aggression, and dissuade coercion in the Western Pacific Region."


How will it effect Guam? Consider for example the population projections.

Population:

Starting at an increase in population in 2010 of 11-thousand people, rising to 79-thousand additional residents on Guam by 2014, then falling back to 33-thousand after the construction phase has been completed.

Power:

Preferred alternative - recondition existing Guam power authority turbines and upgrade GPA's transmission and distribution system which is not being used to capacity.

Water:

Preferred alternative - 22 new water wells on Anderson.

Wastewater:

Preferred alternative - upgrade to existing primary treatment facilities expansion to secondary treatment at the northern wastewater treatment plant.

Solid Waste:

Preferred alternative is the is to use the navy landfill until the new Layon landfill is open.

Guam has 90 days to review and respond.
