Guam- The Guam Election Commission (GEC) has completed the final draft of the 2012 Election Comparative Analysis Report today [Friday].
Executive Director Maria Pangelinan says the report was due at the end of last month, but they revised another item in the over 100 page document. Copies will be distributed to the offices of the governor, legislative speaker, and election reform chairman. A digital copy will also be posted on the GEC website.

Pangelinan mentions the report is a compilation of readings, 2012 election information, statistical data, the Election Campaign Contributions and Expenditures Report, and a new section on provisional ballots. She mentions the election reform law put additional requirements on GEC, which added to revisions in the first chapter of the report and other areas.
“It's a compilation of the mandates on how elections are handled,” said Pangelinan. “So that's Chapter 1. So that part, because of the election reform that was passed in December 2012, we've had to revamp parts of that.”
Pangelinan adds they are also working to update the Guam Administrative Rules and Regulations.
She also notes the Government of Guam Retirement Fund Board of Trustees will not have an election after all to replace one of its members. She says one candidate turned in a packet, but that person didn't meet the qualifications. According to law, Pangelinan mentions the Retirement Fund can now fill the position with a majority vote from its board members.
