Governor Calvo Allows GovGuam Employees to Choose Their Health Insurance Provider

Guam - Governor Eddie Calvo has decided to allow all GovGuam employees and retirees to choose the health insurance provider of their choice.

The Governor selected the "Non-Exclusive" option as recommended by the Lt. Governor "based on the options presented by the Health Insurance Negotiating Team."

The Health Insurance Negotiating Team did not make any recommendation in its letter to the Lt. Governor.

The Governor's Chief Legal Counsel Sandra Miller sent a letter  Wednesday to Acting DOA Director Tony Blaz advising him of the Governor's decision.

The Governor's decision  means employees and retirees will be allowed to choose the plan that best suits their needs, from those health insurance providers who have been deemed eligible to provide health insurance for GovGuam.

This is the first year that the Governor has been able to exercise the option of either allowing a sole insurance carrier to provide coverage, or allowing GovGuam employees themselves to select from a number of qualified carriers.

He had the authority last year, but the health insurance selection process was disrupted due to protests.
